There is state mourning in West Bengal. Kolkata shut down on Monday to mourn the death of the man who ruled there for 23 years as chief minister. Jyoti Basu was chief minister of West Bengal for five terms, the longest serving chief minister ever in India. Yet his tenure has been assessed as one which was mixed. Militant trade unionism led to the flight of industry and the decision to ban English from primary education robbed Bengal of its huge initial advantage in English education. Could Jyoti Basu, massively popular and powerful as he was, have done much more for West Bengal than he did?
